SEALED BIDS FOR CONSTRUCTION OF 13 kV ELECTRICAL DISTRIBUTION IMPROVEMENTS AND REPAIRS will be received by the Mayor and Board of Alderman at City Hall, 253 West Mulberry Street, Durant, Mississippi 39063 until 3:00 P.M. local time on December 1, 2020, and immediately thereafter will be publicly opened and read.

EXAMINATION OF DOCUMENTS: Specifications and bidding documents may be examined at Durant
City Hall, 253 Mulberry Street, Durant, Mississippi, 39063.

CONTRACT DOCUMENTS: Bid documents are being made available via paper or digital copy. Plan
holders are required to log-in or register for an account at to view and order Bid Documents. All plan holders are required to have a valid email address for registration. Bid documents are nonrefundable and must be purchased through the website. For anyone interested in submitting bids electronically in place of a sealed bid, they may do so only through Questions regarding website registration, online orders or electronic bidding please contact Plan House at (662) 407- 0193.

SUBMITTAL OF SEALED BIDS: Each bid must be submitted in duplicate with bid security in
accordance with the Instructions to Bidders which are bound in the Project Manual. No bidder may
withdraw a bid for a period of sixty (60) days after the date set for the opening of bids. Wage rates for this project must comply with all applicable Davis-Bacon Act requirements. Complete instructions for filing Bids are included in the Instructions to Bidders.

SUBMITTAL OF ELECTRONIC BIDS: Each electronically submitted bid must be submitted in “pdf” format and shall contain the same information and forms as required for the paper bids. Note – electronic bids must be secured with a bid bond. In the event that an electronically submitted bid has a corrupted attachment, the bid will be considered null and void.

PRE-BID CONFERENCE: A Pre-Bid Conference concerning the project will be held at the site, on
Thursday, November 19, 2020, beginning at 10:00 A.M. Attendance at the pre-bid conference is nonmandatory for those contractors desiring to submit bids on the Project. Attendance at the Pre-Bid Conference is strongly suggested.
The U.S. Department of Commerce Economic Development Administration is providing partial funding for this project (EDA Investment No. 04-79-07355). The City of Durant, Mississippi expressly reserve the right to reject any or all bids submitted and to waive any informalities or technicalities therein.
